Liang Shih’s practice is concentrated on SEC-registered initial public offerings and listings on the NYSE, NASDAQ, and the Stock Exchange of Hong Kong, Rule 144A/Regulation S securities offerings, PIPE transactions, and private/exempt offerings. He has extensive experience in the Asia-Pacific region, having worked in Beijing, Shanghai, and Hong Kong from 2007 to 2020. Liang also advises companies and underwriters on compliance matters, including ’34 Act, stock exchange, and FINRA compliance.
Liang has worked with public and private companies in a variety of industries, including media, renewable energy, software, e-commerce, semiconductors, chemicals, telecommunications, education, pharmaceuticals and medical devices, banking, mining, oil and gas, and food and beverage. Prior to joining The Crone Law Group, he has advised on IPO offerings, public and private equity and debt offerings, and compliance matters for ICBC, PetroChina, Little Sheep Group (China’s first F&B brand listed in Hong Kong), New Oriental Education, China Natural Gas, and numerous other companies and underwriters.
Liang received his J.D. degree from Cornell Law School in 2003 and is admitted to practice in New York.
